  12. THE LAW-BREAKING CONFERENCE OF THE STATES
  13. SEEKS THIS AS ONE OPTION POSSIBLE IF 38 STATES DISSOLVE THE
  14. UNION. TWELVE HAVE TECHNICALLY DONE SO. QUIGLEY WOULD
  15. RECOGNIZE THE POWERFUL GROUPS USING MANY NAIVE
  16. LEGISLATORS. ONE GOAL IS TO HIJACK THE CONSTITUTION, A
  17. SECOND IS TO DERAIL THE REAL TENTH AMENDMENT
  18. REAFFIRMATION MOVEMENT, A BIG OBJECTIVE IS TO OFFICIALLY
  19. MERGE STATES INTO REGIONS. SEVERAL BIG PLOTTING GROUPS ARE
  20. ABOUT TO CONVERGE AS STATES DISSOLVE BOUNDARIES AND
  21. REPUBLICAN GOVERNMENTS. SOME GOVERNORS PRETEND WHILE
  22. SOME ARE FOOLED.

  24.    LAW-BREAKING CONVENTION METHOD ACKNOWLEDGED NOT WITHIN ART.V!

  26. COS is being perpetrated by elected officials passing a "Participation 
  27. Resolution".  The language of participation is identical for all 50 states. 
  28. Execution of the language by enactment of the "Participation Resolution"
  29. creates not only an illegal body, but simultaneously changes the state 
  30. government enacting the constitutional change. The Conference of the States
  31. method of calling a convention is the method of not following the rules as in 
  32. 1786-1787 disregarding the Articles of Confederation. COS has announced today 
  33. that any amendments are meaningless just as historians know, "within" or 
  34. "under" Article V do not apply to a Revolutionary convention by THE COS 
  35. METHOD. The "Participation Resolution" language results in a Ruling-Style 
  36. Parliamentary Party Governor empowered with both the Executive and Legislative 
  37. powers. The American elected Governor becomes, by appointment of his majority 
  38. party, the Parliamentary Head of State. As Patty Leader, he becomes the 
  39. sovereign ruler over the people of the state. The language also results in 
  40. this Head of State being empowered to deputize, as his prime minister, any 
  41. constitutional officer. The Party Ruler may administer his government through 
  42. his deputy minister. The Minority Patty Leaders are but a shadow government 
  43. which may become, at some future date, the Majority Party.

  45. This is a law-breaking creation cleverly designed to create the old-world
  46. European form of government. The most significant point IS DISSOLUTION OF THE
  47. CONSTITUTIONALLY-ELECTED GOVERNOR - AS SERVANT - OF THE SOVEREIGN CITIZENS AND 
  48. THEIR STATE AS A REPUBLIC OF THE UNITED STATES.

  50. Sovereign citizens who understand this should contact their state
  51. representatives IMMEDIATELY and demand these public servants NOT pass the 
  52. "Participation Resolution". If you are in one of the 12 states taken prisoner 
  53. under this conspiracy... demand your legislators restore YOU as Sovereign and 
  54. REMOVE the Purple Robes from his majesty. This treason is clear and must be 
  55. undone at once.

  57. An attempt can clearly be made to have the United States as a whole form a 
  58. larger Federal Union, whether with Britain, Canada, Mexico, or the Government 
  59. of Brussels. We may now expect those who are dissolving the state-elected
  60. governments of the United States to continue to conceal their real intentions.
  61. Obviously, if 38 state governments can be captured by this group, then
  62. Union Now with Britain may be attempted by Virginia's Governor George Allen.
  63. However, when blood is considered, this is out of the question. Free men will 
  64. never choose to give up Liberty and Individual Sovereignty. Only by the 
  65. treacherous illegal acts of the whispering plotters will our blood mingle with
  66. theirs.

  68. The Sovereign people jealously guard the powers of the 10th Amendment. The
  69. attempt using the "Conference of the States" by the schemers to destroy the 
  70. 10th Amendment reaffirmation movement and the Liberties of the people is
  71. clearly seen in the Executive Order #37 (1994) by Gov. George Allen. From the 
  72. inception, the scheme has created an ACIR dominated convention by having the 
  73. convenor be the Fox himself in charge of the chicken coop.

  75. The nation is threatened at this moment because of an Executive Order 437 
  76. (1994) creating COS. Government by Executive Orders may soon ensue. Perhaps it 
  77. may be by Executive Order that citizens are informed due to the success of 
  78. COS. The citizens are no longer sovereign, having become subjects of the 
  79. British Empire.  Once the Republic is put up for sale, it becomes equally 
  80. probable citizens become subjects of the House of Orange; or Philip Nolans in 
  81. the trilateral region whereby Canada, Mexico, and the United States become an 
  82. expanded version of the United Republics of North America. (A model for

  85. The current "revolution" emulating the law-breaking COS (1786), and convention
  86. (1787), of the founding fathers, has as its goal revolutionary action 
  87. described as changing the structure of our government. The revolutionary 
  88. action in 1787 was a coup d'etat. The planned coup d'etat now in process, no
  89. doubt would include a media-directed formalizing ratification by the people. 
  90. But the real revolution is now accomplished in the process of enactment: a
  91. "Participation Resolution" Revolution.

  93. Empowering 30 governors to broker the sale of our nation to the highest bidder 
  94. is the great mistake which makes the above schemes less than far fetched. The 
  95. act of Virginia Gov. George Allen in his Executive Order #37 creating a 
  96. "Conference of the States" and to ensure its birth and development by turning 
  97. over the office and staff of the Governorship of the State of Virginia to CCS 
  98. Director Howard and his colleagues is a blatant act of treason which may 
  99. result in millions of Americans killed.  Whether the coterie of inner-circle 
  100. plotters intend to seek protection of the Foreign United Nations' troops now 
  101. being trained in former U.S. military locations remains to be seen. RECENTLY 
  102. IN CHARGE OF SUPPLYING FOREIGN U.N. TROOPS FOR THE "UNITED NATIONS" HAS BEEN 
  103. DICK THORNBURGH. THERE APPEARS TO BE A CONNECTION WITH THIS GROUP OF
  104. GOVERNORS AND the FORMER PENNSYLVANIA GOVERNOR. DICK THORNBURGH, too has been 
  105. A CCS DIRECTOR. LET NO AMERICAN MISS THIS POINT: THE CCS Director A. E. Dick
  106. HOWARD IS NO JAMES MADISON!  HE IS AMONG THOSE OFFICIALLY RUNNING COS
  107. OUT OF THE VA. GOVERNOR'S  OFFICE. "COS Steering Committeeman,
  108. Wisconsin GOV. TOMMY THOMPSON ISSUED AN Executive Order to promote
  109. U.N. PRESENCE IN THAT STATE. Recently the Wisconsin Senate received
  110. orders to move the COS out of committee for an attempt at passage.

  112. There is a precedent whereby the guardians of government have offered nations 
  113. for sale which the illegal actions of these governors exemplify in disarming 
  114. the guardian elected by the citizen. In A.D. 193 the emperor of Rome , 
  115. Pertinax, securely relying on his innocence and upon the oath of his guards, 
  116. was inhumanly murdered. A most disgraceful scene succeeded. The guards 
  117. returned to the camp with the head of Pertinax borne as a trophy. The guards 
  118. now offered the Roman world to the highest bidder. A wealthy Senator, Didius 
  119. Julianus purchased from the guards the Roman world, immediately completing the 
  120. contract. The Praetorians proclaimed him emperor, took the oath of allegiance 
  121. and escorting him to the palace, surrounded him the ensigns of imperial 
  122. dignity.

  124. You are a free and sovereign citizen, you have entrusted your public elected
  125. servants with the oath promise to guard the U.S. Constitution. Fellow citizens
  126. do you realize it is your "sovereign head" the Governors of TWELVE states are 
  127. now bearing as a trophy!  Shall YOU remain silent even as plans are suggested 
  128. that the NWO GOVERNMENT will collect YOUR children it now claims under the
  129. "U.N. for a massive exchange with the children of Russia.  What Executive
  130. Order do you await!  If you will not fight for your own sovereignty how can
  131. you protect your family! The smell of your sovereign blood spilled has brought 
  132. all the gold-bag-bearing, would-be emperors Didius Julianus of the world to 
  133. broker with your Ruler! CONTACT YOUR STATE LEGISLATOR AT ONCE! TELL
  134. THEM TO VOTE NO! NO CONFERENCE OF THE STATES.
